Secure World Foundation will collaborate with the Maui Economic Development Board to produce the 2026 AMOS Policy Forum at the 27th AMOS Conference, taking place September 15–18, 2026, at the Wailea Beach Resort in Maui, Hawaii.
The AMOS Conference is a technical conference focused on space situational awareness and space domain awareness. The conference brings together participants from government, industry, academia, and the international space community to discuss technical, policy, and operational issues connected to SSA and SDA.
The AMOS Policy Forum brings together international experts to discuss key policy issues in space situational awareness and space domain awareness. In 2026, discussions will address emerging issues related to the dual-use aspects of space situational awareness, the nature of a basic space situational awareness service, and coordination related to space launch and re-entry activities.

General Whiting will open the conference. He has held leadership roles across the U.S. Air Force, U.S. Strategic Command, the Department of Defense, and the U.S. Space Force, overseeing military space operations and national security initiatives.

Much Ado About Tracking: Navigating Dual-Use SSA
The technologies used for civilian space situational awareness can also be used to monitor military satellites or the space assets of adversarial nations. As in-space SSA capabilities grow and the line between inspector satellites and SSA satellites becomes less clear, operators and policymakers face new questions about how to manage dual-use capabilities.
This panel will discuss considerations for SSA operators and providers, the current state of policies and governance mechanisms, and ways to allow these capabilities to evolve while supporting a stable and predictable space environment.

Herman oversees the engineering teams responsible for guidance, navigation, and control, constellation design and operations, collision avoidance, and other systems that enable the operation of the Starlink constellation, including the Stargaze space situational awareness system.
Morning Policy Forum
Where Does Basic SSA Service Begin and End?
Government space safety systems are in the process of defining and operationalizing basic SSA and space safety services. Programs such as TraCSS and EU-SST have been working jointly to research and map alignment between offerings as baseline services are defined. At the same time, a United Nations Expert Group is seeking to establish basic space traffic coordination principles at the international level, while commercial SSA providers continue to build value-added services and products.
This discussion will center on what minimum SSA information or services should be provided as a free or public good, what models could support that approach, and how commercial or fee-based services can continue to develop.

Mind the Gap: Coordinating Launch, Tracking, and Re-entry
As launch operations increase in tempo and become more routine, the need to address operational challenges in the integration of SSA information into launch operations becomes more acute. These issues include reducing the “COLA gap,” clarifying the roles of satellite and launch operators immediately after separation, improving SSA information related to re-entry, and addressing questions around the integration of launch activities into air traffic operations.
This panel will discuss current policy and operational efforts to address these issues and examine where progress has been made to date. It will also look at how best to improve integration of launch operations into national and international space traffic coordination systems.
