Secure World Foundation participated in the 3rd Yuelu Arms Control Forum, taking place July 6–8, 2026, in Changsha, China. Hosted by the National University of Defense Technology, the forum brought together senior officials from China’s Ministry of National Defense and Ministry of Foreign Affairs, representatives responsible for arms control affairs from countries in the region, and think tank experts and scholars.
The forum included keynote speeches, closed-door roundtables, strategic stability dialogue, and panel discussions on topics including cybersecurity, space competition, and AI governance.
SWF's Dr. Almudena Azcárate Ortega, SWF Senior Program Analyst, Space Law and Regulation, participated in the forum and presented on space security law and policy. Her remarks addressed the law of the use of force in relation to space activities, as well as neutrality, targeting, and international humanitarian law.
SWF’s participation supported engagement with state representatives, regional experts, and international scholars working on space security law and related fields.
