Lunar Security and Governance Tabletop Exercise

Secure World Foundation will participate in a Tabletop Exercise on Lunar Security and Governance hosted by the Arms Control and Disarmament Cluster at the Geneva Centre for Security Policy, in collaboration with the Open Lunar Foundation, on September 7, 2026, in Geneva, Switzerland.

The scenario-based tabletop exercise will explore how emerging lunar activities could generate governance challenges under the Outer Space Treaty, particularly Article IV, which governs military activities in outer space, and Article IX, which addresses harmful interference, due regard, and consultation obligations between space actors.

As lunar exploration evolves toward sustained infrastructure and long-term presence, many capabilities are expected to be dual-use, blurring traditional boundaries between civil, commercial, and security-related activities. In a multi-actor lunar environment, coordination is also becoming more difficult, especially given the lack of formal mechanisms for managing overlapping activities, operational proximity, and information-sharing between different actors.

Victoria Samson, SWF Chief Director, Space Security and Stability, and Almudena Azcárate Ortega, SWF Senior Program Analyst, Space Law and Regulation, will participate in the tabletop exercise as subject matter experts.

The tabletop exercise will be preceded by a public event, “Lunar Security and Strategic Competition,” as part of the GCSP’s Geneva Security Debate Series.
