Almudena Azcárate Ortega to Participate in 3rd Yuelu Arms Control Forum

Secure World Foundation will participate in the 3rd Yuelu Arms Control Forum, taking place July 6–8, 2026, in Changsha, China.

The forum is hosted by the National University of Defense Technology and will bring together senior officials, regional representatives working on arms control affairs, think tank experts, and scholars. The program is expected to include keynote speeches, closed-door roundtables, strategic stability dialogue, and panel discussions on cybersecurity, space competition, artificial intelligence governance, and related security issues.

Almudena Azcárate Ortega, SWF Senior Program Analyst, Space Law and Regulation, will participate in the forum and present on space security law and policy. Her remarks will address legal issues related to the use of force in relation to outer space activities, as well as neutrality, targeting, and international humanitarian law.

SWF’s participation will support engagement with state representatives from China and other countries in the region, along with international scholars and civil society experts working on space security law, arms control, cyber policy, and AI governance.

The forum will provide an opportunity to exchange views on legal and normative frameworks for outer space activities and discuss ways to strengthen common understanding of their interpretation and implementation.
