Secure World Foundation will participate in a Tabletop Exercise on Lunar Security and Governance hosted by the Geneva Centre for Security Policy, in collaboration with the Open Lunar Foundation, on September 7, 2026, in Geneva, Switzerland.
The scenario-based exercise will explore how emerging lunar activities could create governance challenges under the Outer Space Treaty. Discussions will focus in particular on Article IV, which governs military activities in outer space, and Article IX, which addresses harmful interference, due regard, and consultation obligations between space actors.
As lunar exploration moves toward sustained infrastructure and long-term presence, many capabilities are expected to be dual-use. That can blur the lines between civil, commercial, and security-related activities. A growing number of actors near and on the Moon also raises practical questions about coordination, operational proximity, information-sharing, and dispute management.
Victoria Samson, SWF Chief Director, Space Security and Stability, and Almudena Azcárate Ortega, SWF Senior Program Analyst, Space Law and Regulation, will participate as subject matter experts.
The tabletop exercise will be preceded by “Lunar Security and Strategic Competition,” a public event in the GCSP Geneva Security Debate Series. That event will examine lunar security, governance, international space law, and the future of cooperation and competition on the Moon.
