Secure World Foundation will participate in “The Emerging Lunar Economy and Cislunar Governance,” a National Academies workshop taking place August 26, 2026, in Washington, D.C.
The workshop will focus on current governance structures supporting the cislunar economy and major gaps in those structures. As government and commercial activity expands around the Moon, policymakers and experts are looking more closely at the rules, norms, and coordination mechanisms needed to support safe and sustainable operations.
Victoria Samson, SWF Chief Director, Space Security and Stability, will join a panel on why lunar and cislunar governance matter and what could happen if governance is not done well.
The panel will examine why governance is becoming more urgent now and what could break without it. Discussion topics are expected to include limited south pole sites, key cislunar orbits, spectrum use, the lack of shared catalogs or traffic rules, and the risks of misread maneuvers in an increasingly competitive environment.
The panel will also consider how governance choices can create risks in both directions. Under-governance could increase the chances of collision, interference, escalation, and foreclosed access. Over-governance could create premature rules that lock in wrong assumptions or discourage investment.
