An Overview of Global Counterspace Capabilities

This presentation, “An Overview of Global Counterspace Capabilities” by Victoria Samson, Chief Director for Space Security and Stability at the Secure World Foundation, was delivered at the McGill Strategic Space Law Course on October 16, 2025. It provides an in-depth examination of the current global landscape of counterspace technologies and doctrines. The presentation categorizes counterspace capabilities into six main types—co-orbital, direct-ascent, directed energy, electronic warfare, cyber, and space situational awareness—and offers comparative assessments across major spacefaring nations including the United States, Russia, China, India, and others. It features data on ASAT testing, orbital debris creation, and emerging defensive strategies such as space mission assurance and reconstitution. Samson also addresses governance efforts like the destructive DA-ASAT missile test moratorium and the growing role of commercial actors in promoting responsible behavior in space.
