SWF Statement – UN COPUOS, Agenda Item 8: Space and Sustainable Development – Handbook for New Actors (June 2017)

This statement by Secure World Foundation highlights the formal release and availability of the first edition of the Handbook for New Actors in Space, developed to support emerging and developing space actors. The statement reaffirms SWF’s core mission in three areas:
- Long-term sustainability of space activities
- Sound space policy and legal development
- Space technology for human and environmental security
The Handbook is designed to provide interdisciplinary guidance—legal, technical, and policy-related—to new governmental and non-governmental actors. It is divided into three chapters:
- International Legal Frameworks – treaties, principles, and institutions shaped by COPUOS.
- National Policy and Regulatory Structures – examples of oversight and licensing models.
- Operational Best Practices – for pre-launch, launch, on-orbit, and end-of-life phases.
SWF emphasized the Handbook's value in helping new actors maximize benefits and mitigate risks in space. It is available in both print and electronic formats, with plans underway for an interactive online version. Feedback from delegates and stakeholders is actively encouraged, with future editions intended to incorporate outcomes from UNISPACE+50.
