Dr. Xavier Pasco

Dr. Xavier Pasco, Director of the Foundation for Strategic Research (Fondation pour la Recherche Stratégique, or FRS) since 2016 and a Senior Researcher there since 1994, leads work on space, high technology, and security, with a particular focus on U.S. civil and military space affairs and European space programs. He has authored numerous reports for national and European public bodies, served on multiple ministerial working groups, and contributed to major EU research initiatives, including coordinating cross-disciplinary space policy studies and projects for ESA and the European Defence Agency. A former lecturer at Sciences Po and Associate Professor at the University of Marne-la-Vallée, he has also been a Research Fellow at CREST-École Polytechnique and is currently an Associate Research Fellow at George Washington University’s Space Policy Institute. Dr. Pasco serves as European Editor-in-Chief of Space Policy, is an expert to the European Economic and Social Council, is a member of the International Academy of Astronautics, and holds a PhD in political science from the University of Paris I Panthéon-Sorbonne.
