Jessica West

Dr. Jessica West is a Senior Researcher at Project Ploughshares and a Research Fellow with the Centre for International Governance Innovation (CIGI). She specializes in the governance of emerging and dual-use technologies, with a focus on space security, norms of behaviour, and strategic communications. She previously led the Space Security Index and contributes regularly to UN processes on outer space governance. Her research, supported by national and international grants, examines how values, norms, and strategic communications shape stability in orbit and across other security domains. She is also affiliated with the Kindred Credit Union Centre for Peace Advancement. Dr. West holds a PhD in global governance and international security from the Balsillie School of International Affairs.
