Elina Morozova isan expert in international space law and policy, space law and policy inRussia, management of radio frequency spectrum and satellite orbits, and satellitetelecommunications. Ms. Morozova earned her LL.M in International Business Law(cum laude), at the University of Manchester in 2009, following her jurisprudence award atthe Moscow School of Social and Economic Sciences (also in 2009), and studyingcorporate law at the Academy of National Economy under the Government of theRussian Federation (2005).
Ms. Morozova is the ExecutiveDirector of the Intersputnik International Organization of Space Communications,an intergovernmental satellite telecommunications organization established in1971 and headquartered in Moscow. Prior to her position as Executive Director,she was the Head of International and Legal Services. Ms. Morozova’s current dutiesinclude relations with the organization’s member-countries and nationalsignatories, support of the activity of the Board and the Operations Committeeas Intersputnik’s highest governing bodies, cooperation with the UN system,intergovernmental and nongovernmental industry-specific organizations, mattersrelated to the organization’s being headquartered in Moscow, and contacts withcompetent government authorities.
As of 2021, twenty-six states aremembers of Intersputnik. Intersputnik’s mission is to ensure cooperation andcoordination of efforts in the design, establishment, operation, anddevelopment of the international communications system via satellites. Its corebusiness is satellite telecommunications. Intersputnik is a full member of, orpermanent observer to, international and regional organizations, theirspecialized agencies, and national associations, including the UN Committee onthe Peaceful Uses of Outer Space, ITU Radiocommunication Sector, InternationalAstronautical Federation, Regional Commonwealth in the Field of Communications.Cooperation agreements are in force with other international satellitetelecommunications organizations.
