Alex Shi

My experience
Alex Shi is a Senior Program Analyst, bringing more than a decade of experience across public policy, engineering, and complex systems.
Before joining SWF, Alex served as a senior policy officer and team lead in the Singapore Government. She has experience developing and managing a wide range of policy portfolios across the Ministries of Finance, National Development, and Law, and helped shape major national initiatives, including economic strategy, climate resilience planning, infrastructure financing, and regulatory reform. Her work involved conducting policy analyses, developing national budgets, and supporting political and policy decision-making through briefings and parliamentary speechwriting.
Alex is currently completing her Ph.D. in Aeronautics and Astronautics at Purdue University. Her research focuses on decision support for space sustainability, where she develops integrated policy and systems models that connect regulatory choices, constellation design, operator behavior, and orbital risk into a unified simulation framework. Alongside her doctoral work, she also contributed to numerous research projects with government and industry partners in areas such as technology investment and complex systems analysis. She has published research on a diverse range of topics, including space sustainability, collaborative satellite systems, and defense acquisition.
Alex holds M.Eng. and B.A. (Hons) degrees in Engineering from the University of Cambridge (U.K.), with a specialization in Mechanical Engineering.
