The National Academies will host “The Emerging Lunar Economy and Cislunar Governance,” a workshop examining current governance structures supporting the cislunar economy and identifying major gaps in those structures. SWF Chief Director, Space Security and Stability, Victoria Samson, will speak on a panel discussing why lunar and cislunar governance matter and what the possible consequences could be if that governance is not done well.

September 3, 2026 | IISS Workshop on Strengthening Space Safety and Security | Geneva, Switzerland

Dr. Almudena Azcárate Ortega, Senior Program Analyst, Space Law and Regulation, will speak during the second panel of the IISS workshop, “Harnessing International Space Law for Space Safety and Security.” The panel will examine how international space law can better support risk reduction and the peaceful use of outer space, including rules on harmful interference and due regard, the regulation of military and commercial activities, and lunar exploration.

September 7, 2026 | Tabletop Exercise on Lunar Security and Governance | Geneva, Switzerland

The Geneva Centre for Security Policy and the Open Lunar Foundation will facilitate a scenario-based tabletop exercise exploring how emerging lunar activities could generate governance challenges under the Outer Space Treaty, particularly Articles IV and IX. SWF Chief Director, Space Security and Stability, Victoria Samson, and Dr. Almudena Azcárate Ortega, Senior Program Analyst, Space Law and Regulation, will participate as subject-matter experts. The exercise will be preceded by a public event, “Lunar Security and Strategic Competition,” as part of the GCSP’s Geneva Security Debate Series.

September 8–9, 2026 | ESA 3rd Zero Debris Future Symposium | Seville, Spain

SWF Senior Program Analyst Dr. Alex Shi will participate in the ESA 3rd Zero Debris Future Symposium in Seville, Spain. The symposium will provide an opportunity to reflect on community accomplishments, share challenges and progress toward Zero Debris objectives, and explore key commercial and policy issues. The second day will include dedicated workshops on the first Policy Working Groups.

September 11, 2026 | Tabletop Exercise on Nuclear Escalation Dynamics in Space | Philadelphia, Pennsylvania

SWF Chief Director, Space Security and Stability, Victoria Samson, will participate as a subject matter expert in a tabletop exercise examining nuclear escalation dynamics in space, hosted by the Foreign Policy Research Institute.

SWF Program Analyst, Space Security and Stability, Kathleen Brett attended the 10th European Space Generation Workshop in London, United Kingdom. Organized by the Space Generation Advisory Council, the workshop brought together students and young professionals to discuss Europe’s future in space, with a focus on “Securing Europe’s Future in Space.”

July 29, 2026 | An Initial Conversation: Orbital Data Centers & Space Sustainability Implications | Washington, DC

SWF hosted “An Initial Conversation: Orbital Data Centers & Space Sustainability Implications” at the Carnegie Endowment for International Peace in Washington, DC. The panel examined how orbital data centers could affect space safety, sustainability, and policy coordination as proposed constellations move from concept to regulatory review.

Speakers Ronald Birk, Matias Cava, Ezra Feilden, and Jeff O’Neil joined moderator Dr. Alex Shi for a discussion on how policy and safety measures can help maintain a stable orbital environment while allowing commercial innovation to continue. The conversation focused on the need for clearer rules, better coordination, and system-level thinking as orbital data center proposals scale up. A recording of the event is now available.

August 3–4, 2026 | McGill Multilingual Interpretation of the Outer Space Treaty Workshop | San José, Costa Rica

SWF’s Dr. Almudena Azcárate Ortega participated in the first workshop for the Multilingual Interpretation of the Outer Space Treaty, organized by McGill University and the Costa Rican Ministry of Foreign Affairs in San José, Costa Rica. Participants engaged in detailed discussions focused on the Spanish-language version of the Outer Space Treaty, advancing a shared understanding of its interpretation across the authoritative languages.

August 5–6, 2026 | Future Warfighting Symposium | Newport, Rhode Island

SWF Chief Director, Space Security and Stability, Victoria Samson, spoke on a panel at the U.S. Naval War College’s Future Warfighting Symposium in Newport, Rhode Island. The panel examined space security and sustainability, arms control, and norms for responsible behavior in outer space. Ms. Samson discussed SWF’s Global Counterspace Capabilities report and emphasized why space should not be viewed only as a warfighting domain.
