AMOS 2017 Dialogue Report

This report summarizes the 2017 AMOS Dialogue, a small, invitation only workshop co hosted by Secure World Foundation and the Maui Economic Development Board during the Advanced Maui Optical and Space Surveillance Technologies Conference in Maui, Hawaii.
The 2017 dialogue focused on the future of space situational awareness and how evolving SSA capabilities could support different models of space traffic management. Participants examined four theoretical scenarios for future SSA and STM regimes, ranging from continued US government leadership to globally governed or nationally distributed systems.
Discussion centered on the realism and desirability of each scenario, with attention to data sharing, trust, commercial involvement, national security requirements, and international governance. Participants debated how technical capacity, policy choices, and geopolitical realities shape the evolution of SSA systems and the risks of fragmentation or coordination failure.
The dialogue also reflected on lessons from previous AMOS discussions and highlighted unresolved questions about the role of governments, commercial providers, and international institutions in ensuring safe and responsible space operations. This report captures those insights to inform ongoing policy and technical discussions on the future of SSA and STM.
