The 2023 AMOS Dialogue, hosted by Secure World Foundation and the Maui Economic Development Board during the AMOS Conference, focused on the shift from voluntary industry best practices to enforceable rules for space traffic management (STM).

Held under Chatham House Rule, the discussion brought together international experts to examine how different communities are crafting sustainability guidance—like the Space Safety Coalition’s best practices and the Satellite Orbital Safety Best Practices Guide—and how these could inform future STM rules. Participants debated whether new rules should prioritize common activities or address less familiar behaviors lacking norms. They also discussed the role governments should play, and how to balance practical enforceability with inclusivity across space actors.

Key topics included interoperability of national frameworks, the risk of geopolitical fragmentation, and the absence of investment community engagement in current STM discussions. The report identifies practical areas for progress, including transponders for non-maneuverable satellites, clearer ephemeris sharing, and prioritized protection of human spaceflight.
