The 2018 AMOS Dialogue, co-hosted by the Secure World Foundation and the Maui Economic Development Board during the Advanced Maui Optical and Space Surveillance Technologies (AMOS) Conference, took place on September 12, 2018.

Held under Chatham House Rule, this full-day, invitation-only workshop brought together 30 international experts from government, industry, and academia to discuss space security, strategic stability, and the development of norms in space. The group explored the growing need for clear definitions of responsible behavior, shared understanding of threats to space systems, and the implications of military activities and dual-use technologies in orbit.

Participants highlighted the importance of transparency, accountability, and multilateral engagement—especially in light of the increasing complexity of the space environment. The dialogue also examined how civil and commercial actors are shaping space norms and what role they can play in supporting long-term sustainability.

This report captures the themes, insights, and potential next steps identified by participants.
