AMOS 2022 Dialogue Report

The 2022 AMOS Dialogue, co-hosted by Secure World Foundation and the Maui Economic Development Board, focused on how space situational awareness (SSA) capabilities can be used to verify future space security agreements. Held on September 29, 2022, during the AMOS Conference, the Dialogue convened global experts to discuss both technical and policy aspects of verification, from destructive ASAT tests to proximity operations.
Participants explored how SSA helps identify threats in orbit and verify behaviors agreed to under arms control measures. The report highlights SSA's value in flagging anomalies and patterns of life, but also its limitations when addressing threats like cyberattacks. A second session connected these themes to the UN Open-Ended Working Group on Reducing Space Threats and raised questions about observability, intent, and the role of commercial providers in supporting verification frameworks.
The Dialogue was held under Chatham House Rule and continues SWF’s tradition of fostering collaborative and informed discussions on space security.
